Program Evaluation
Course Length: 4 Days Fee: $1250
In partnership with Dalhousie University, this course will provide participants with an understanding of the role of evaluation in program and public sector management and the ability to construct and undertake an evaluation. Participants will leave with an evaluation framework ready to be implemented. In previous courses, the frameworks produced by participants have been used internally by government departments or as the basis of RFPs for external evaluation. This knowledge will enable participants to engage in internal evaluation or provide oversight for external evaluation contracts. The course involves reading and group work outside of the classroom sessions.
CONTENT
- Learn the foundational aspects of an evaluation: Program Description, Program Theory, Logic Models, Theory of Change and Performance Measures
- Instruction and discussion on all components of an evaluation framework – the evaluation question, various approaches that can be taken, data sources, design for data collection, data collection methods, analysis, the legislative context, scheduling, budgeting, and a communication plan (possibly an implementation plan)
- Presentation of each framework by participants to all participants – this provides an assessment of frameworks as well as building the dialogue on evaluation
PRE-REQUISITE
Identification of a project in need of evaluation.

Those in program management, including working with third party providers, who have to report on program outcomes; those working on federal-provincial initiatives and have reporting responsibilities; those who want a method to improve their reporting and accountability to government authorities.
